Sorry it's taken me so long to get back to you.

I looked over your patch.  It looks fine, except I would just use the lower 8 
bits of extended chars (like java.net.URLEncoder,
http://java.sun.com/j2se/1.3/docs/api/java/net/URLEncoder.html) instead
of throwing.

But couldn't the entire problem be circumvented by just having fproxy not 
encode the last character of URLs that end in "/"?
