I'm running a transient node at home and noticed that although some nodes seem unreachable (Connection Attempts: X, Successful Connections: 0 (0%)) their CP is still 1.0! Running a node at the office LAN (no contact with the internet) seems to work as expected, i.e. all nodes in the list get their CP lowered with each attempt (since they can't be reached), except the other test node within the LAN which has gained an advantage over the others by being available some of the time (had some initial problems making contact).
