How about: we should add ARKs to the list of things necessary for
0.5.1, because we don't really know what the likely effects are of
autodetecting the IP address for permanents without ARKs, and because
there will probably be more nodes deployed at 0.5.1 than in any of the
minor point releases (0.5.0.x), and maybe more than 0.5.2 too. I am 
also of the opinion that it is probably no more than a day's work to
implement it, although I can make no firm estimates with regards to
testing/debugging. Initially we need to be fairly strict with the
criteria for permanence; this might change later if we determine a good
way to use semipermanent nodes.
