It lets you make a distribution site for freenet. A URL you can give to
your friends, from which they can download a version of freenet. The
advantage is that it uses locally generated seednodes, so the new nodes
from that won't hammer the public, thoroughly overloaded seednodes and
should thus get started faster, leading to a better, less centralized
network.
