This is definitely one of the downsides of the darknet approach in general. But it's exacerbated by the fact that Freenet is trying to build one global network, as opposed to, say, WASTE, where there are lots of small, separate networks. It's probably easier to find three friends who want to set up a small network than it is to find three friends who already belong to the big network, and that's likely to remain true until the big network becomes ubiquitous. Of course we don't want to stay in small, isolated networks forever; ideally we'd set up small networks with our friends and merge them into the big network later, but unfortunately I don't think Freenet's architecture can accommodate that.
