Do we wait at all for the node to be up and connected to its usual
peers?  It looks like we start swapping as soon as we get one peer
connected.  This IMHO is bad because we could accept a swap to a
completely different specialization based on only 1-2 connected peers.

If so, I would suggest waiting for 5-10 minutes of uptime to allow our
usual connections to be reestablished and thus hopefully keep us near
our usual specialization.
