It's not Windows, it's Windows Explorer that sets extra limitations on the file
name. You can name files pretty much anything right now, but you need software
that'll let you do that.

For example you can write a quick C app which writes to a file starting with the
full stop, but you can't create a new file starting with it in Explorer. Please
don't ask me why.
