a few man-decades. bigger projects have had hundreds of man-decades. from a project co-ordination point of view, you're going to need to bring in someone specially (GSoC?) to do a UI overhaul. it's not going to work well if you expect toad to do it when there are many other things in the freenet core to be getting on with, and especially if he isn't familiar with the proposed UI changes, isn't too keen on the design anyway, and is going to have to take time away from other things to design a code framework for it.
