Having one link to a machine with the keys in the store won't help (if i
understand your set up correctly). A better way to do that would be to set up
"per demand insert" which could be rather fast on the fast internal darknet.

Currently such a system exists in Frost, take a look at it, its development just
got restarted and it is very promicing. Unfortunately traditional per demand
system has been under a heavy attack on the global Freenet, and thus is of
little use by now (most people simply turn that feature off completely by now).

The way it works, is that Frost keeps track of all the available files, and
whether or not they've been inserted already. If they have not been inserted and
you try, Frost inserts a request for that file. Upon seeing that the frost
instance on another node will insert this file.

If the file has fallen off, and other nodes are unable to retrieve, they will
also issue a reinsert request. Providing that the insert methods haven't changed
the new generated key will be the same, and users will be helped by the new 
insert.
