It is though. When GC kicks off, we get a list of the ledgers locally stored, and a list of the ledgers in the metadata. This list of ledgers in the metadata has to be pulled to each bookie, which is inheritly unscalable. Anyhow, my point is, we need to work on GC and auditor to remove all the squeeze points.
