And it seems the only python3 version available in Ubuntu Xenial is 3.5.1: https://packages.ubuntu.com/search?keywords=python3-dev&searchon=names&suite=xenial§ion=all It might be a matter of having a separate image (like @Fokko suggested) using a more recent Ubuntu (`Artful` or `Bionic`). The official [python docker images](https://hub.docker.com/_/python/) are also based in Debian, that's another option.
