Actions can be done at the page level, space level or wiki level. I'm not sure either although having a SPACE>Export as PDF and WIKI>Export as PDF is nice I think, unless we consider these to the admin actions (which is also possible since they take quite a lot of resources). The admin actions could be scattered in the PAGE, SPACE and WIKI menus (they'd only be visible when the user has admin rights). WDTY?
