What is the rationale? And why link it from the admin guide? I mean why not link all the other topics then? I had put it in the admin guide because changing the skin is an admin operation and is not something to be done by users. So personally I prefer to keep admin stuff in the admin guide. Admin here doesn't mean infrastructure but administration of the wiki. for now I'm -1 till someone explains why we need to change this.
