In my opinion, this was wrong from the beginning. "Changing the skin" is an admin topic, while "Creating a new skin" is not. It's a developer topic. That's why I proposed to Raluca to "link it" from the admin guide (what I had in mind was to link it next to the explanations on how to change a skin). For me the real question is what do we want to do with the existing http://platform.xwiki.org/xwiki/bin/view/AdminGuide/Skins, especially starting from the "Creating a skin" heading.
