Hi Supreet, XEM scope is to manage multiple instances of wikis. For example, http://www.xwiki.org/ is a XEM that manages multiple sub-wikis, like http://enterprise.xwiki.org/xwiki/bin/view/Main/ http://extensions.xwiki.org/xwiki/bin/view/Main/
As you can see each wiki can have differences in the way stuff are displayed. On xwiki.org only the ColorTheme is changed (different color, different logo), not the skin (but changing the skin for each sub-wiki is a valid use case).
