+1 to the proposal. I also agree that Application should probably there only for Admins or Advanced Users.
This might be true for "Create Space" also. We might be missing some rights here for "Create Space". This is a long issue with the auto-creation of spaces which is allowed by XWiki, where as long as you have edit rights on the wiki, you get space creation rights without even necessarly having to go through the space creation itself. This is probably another subject that we need to handle separately. Right now I suggest we only show Create Space and Create Applications to Admin AND Advanced Users.
