I think it's quite some work so I'd propose that we start by doing it all the time for RC1 releases and then if it works out nicely and we can tune the upgrade process so that it's fast then we could try to do it more, including milestones (but sometimes milestones are not that stable but I agree that if that happens we should fix it, maybe it'll help us achieve better milestone stability ;)).
