I don`t like having multiple icons for relatively the same purpose nor
abusing the extra space we have in the top menu.

What about joining the 2 icons (eye and bell) and using only the bell item
for generic "notifications"?
Reiterating: inside the dropdown of the bell icon (the dropdown shown in
https://www.evernote.com/shard/s657/sh/e0f42388-9d3d-4253-83db-1986a2d8a846/e42432d3d7bfb5eebd203bbcc3ec2748
), just above the actual notifications stream, we would also have the 2
watchlist subscription options (i.e. the content of the dropdown shown in
http://design.xwiki.org/xwiki/bin/download/Proposal/WatchListButtonsonXE73/proposal-3-closer.png)
which would also show their states.

This way we would also remove the "watch" actions from the more actions
section and we would group notifications and page-watch-subscriptions in
the same spot. IMO, it is not critical to always display the information
that you are watching the current page and, just like we did in all the
other previous skins, it is enough if you can obtain that information in
one click (i.e. clicking on the bell icon and seeing the state of the watch
buttons). In our previous skins (colibri, Flamingo v1, etc.) we had this
information upon hovering the page, space or wiki, in the dropdown.

And yes, I guess that at first, it will look a bit similar to proposal 3 (
http://design.xwiki.org/xwiki/bin/download/Proposal/WatchListButtonsonXE73/proposal-3-closer.png
), but with a bell icon and not a dedicated eye (watchlist) icon instead :)
