I find the text to be minimal in order to justify the need of a popup.

I'm in favor of using Tooltips (
http://getbootstrap.com/javascript/#tooltips)(mentioned before by
Guillaume) than a modal for that amount of text.
I know there are problems on mobiles with hover and tooltips, but I find it
more elegant than using the modal.
