Implementing the behaviour specified in RFC951 is complicated, and
getting it to work reliably from site to site is even harder.  So no,
it's not implemented.  The server just returns the bootfile name if
one is sent.  This is indeed bogus.

You are welcome to code a solution to this, but I don't promise to
incorporate it.   Whether or not it gets incorporated depends largely
on how general it is, how clean it is, and also on how willing you are
to donate code to the ISC for no compensation.   A more general
solution will be easier in the forthcoming 3.0 source pool (I know, I
shudder to even say that, but the initial 3.0 really is imminent
now).
