RAS provides a dial-in server and is also used for dial-out by Dial-Up
Networking (DUN). Assuming he needs DUN (is this a laptop?), you
can't just uninstall RAS. Instead, go into the RAS setup (network
control panel -> services -> remote access service) and check that all
the modem configurations are set for 'dial-out only'. Next time you
reboot, RAS will notice that there are no dial-in modems configured,
and stop reserving IP addresses for dial-in.
Tip: when you need to install DUN on an NT box, don't install RAS
manually. Instead, use the DUN wizard (ie double click on the DUN
icon under My Computer). When the DUN wizard installs RAS, it
defaults to 'dial-out only'.
