In 3.0, you can do split pools, which will allow you to do this all
with one DHCP server.   I will be adding a feature in the next couple
of months that will allow you to set up a connection to the DHCP
server and "register" a host without shutting down the server or
modifying the server configuration.

The relevant code in db.c is:

        db_fd = open (newfname, O_WRONLY | O_TRUNC | O_CREAT, 0664);

This suggests that your umask is set to 077 when you start the DHCP
server.   I can't see any other reason why you'd have the problem
you're reporting.
