pl18 is much more correct about following the protocol than pl6 was,
so it's possible that if the DOS clients are not behaving correctly,
they're getting different parameters than they were.   If you can
somehow capture one of the DOS clients getting an address with
tcpdump, I can probably tell you what's going on.   Invoke tcpdump
thusly:

                tcpdump -vv -e -s 1500 -x udp port 67
