>From the tcpdump you sent, it looks like the server is doing the right
thing.   I just tested this on NetBSD and it worked fine.   What
operating system are you using?   If you're using a pre-2.1 linux
kernel on your DHCP client, the server's response is wrong (either
because of a bug in the server or a client - that remains to be
seen).

Can you tell me what O.S. and version you're running on the client and
server, and what the output on the client is?
