This should work fine.   If you add allocation pools later, just make
sure they don't overlap, but you can continue to serve the same static
clients.   If you want, you can configure version 3 of the DHCP server
to not respond until the secs field meets or exceeds some value (I'd
use one, which would mean to respond to any request but the first) and
then you won't have both servers sending offers at the same time.
