A lot of people have said this, and then it's turned out that they
weren't really running the kernel that they configured with
CONFIG_PACKET and CONFIG_FILTER. Nobody so far has reported this
problem and then not later reported that they were using the wrong
kernel. So I'd encourage you to really, _really_ make sure that
you're running the kernel you think you are running, and that it was
really built with the parameters with which you think it was built.
I really don't know of any other reason why you'd have this problem.
