The server will send a DHCPNAK when it's appropriate according to the
protocol - that is, when a client asks for an address that the server
knows is incorrect for the client.   So in order to get the server to
send a DHCPNAK, you need to configure it correctly - that's all.   If
you have shared-network declarations that aren't appropriate, that can
prevent DHCPNAKing.   If the client asks for an address on the subnet
the client is on, and the server doesn't know anything about that
address, then it will never NAK.

Can you tell us precisely what problem you're having?   If so, I may
be able to give you more specific help.   In particular, it would help
if you could send us a copy of your dhcpd.conf file.   Also, run the
server with the -d flag, cause the client to send a request, and send
us the server's output.
