This is a broken client. In order to get this message, the
DHCPINFORM client has to not be setting ciaddr, and without ciaddr,
the DHCP server has no way of knowing where to send the response.
The Connection refused message you got is probably a result of this -
pay it no heed. I will hack the DHCP server to ignore DHCPINFORM
messages with ciaddr set to zero in the future.
