Well, the DHCP server talking and the router listening anyway.

Yup.  The list on the router is called an arp table.  :-)

Naw, most routers will let you SNMP set static arp entries.  Turn
dynamic arp off and you have basically what Roderick is looking for. 
Funny enough Ted, do you recall we were talking about an enhancement a
bit ago that involved an external process being called when a lease is
successfully made, and also when one is released, either due to a forced
release, or a lease timing out?  That was exactly for this purpose.
