Or...and you may or may not like this idea....

You can write a script to build an arp table from the router via SNMP
(atTable in MIB-2) and use that table to configure your DHCP server. 
The best SNMP tool I know of for scripting is Scotty but you'll need to
know Tcl since Scotty is really just an SNMP extension to the Tcl
language.
