Yes, it's a bug, although now that I think harder about it, I realize
that it's a bug I can't fix in 2.0. The way it's supposed to work is
precisely the way I described it, but it only works the way I
described in 3.0. In 3.0, the global value would not override the
subnet value. Writing the host declaration within the subnet
declaration does cure the problem to some extent, but it's not a great
solution, particularly since a host declaration may not be
subnet-specific.
