You aren't talking about the relay agent information option, are you?

The protocol doesn't say one way or the other. I interpreted it as
limiting what would be sent, because a number of popular clients fail
if you send them options they didn't ask for.

In the next snapshot, it will be possible to specify a parameter
request list, but this will override what the client sent rather than
being appended to it. The right thing to do would be something like
this:
option dhcp-parameter-request-list =
concat (option dhcp-parameter-request-list, c9:ca:cb);
(Where c9, ca and cb are the codes you want to append)
