I have come across a need to force an option to be sent to a client.  That
meaning the DHCPACK messages needs to send an option to the client that the
client did not ask for in the DHCPREQUEST.  The option will actually be
interpreted by a relay agent between the server and the client.

It would seem that the V3 alpha server does not do this currently.  It will
only send options in the DHCPACK the client asks for.

1.  Is it opinion that this would violate the protocol?  I didn't read
anywhere in it that said the server may not send unsolicited options, but
it didn't say that the server may or should.  This part seems to be quite
vague (as far as I have read and interpreted anyway).

2.  Is there any way to do this with the current config file syntax?  You
can list whatever options you want in the config file but they are only
sent in the DHCPACK if the client asks for them.
