No, you can set up DHCP relay agents on each subnet you want to serve,
and they will relay client requests to the server.  Most commercial
routers include built-in DHCP relay agents - you just have to
configure them.  If your routers don't include a relay agent, then you
do need to set up DHCP relay agent server processes on machines on
your network.  NT servers can be configured this way (somewhere in the
network control panel).   You can also use the dhcrelay program from
the ISC DHCP distribution, running on a Unix, BSD or Linux machine on
each subnet.   Information about the ISC DHCP distribution is
available at http://www.isc.org/dhcp.html.   The distribution also
includes a DHCP server.
