The server only gets the subnet mask from the subnet declaration if
there isn't a subnet mask declaration in scope. I will grant you
that the behaviour you're seeing is surprising, but there's no easy
way to correct it. If you want to use implicit subnet mask option
generation, you can't specify subnet masks in any global scope.
