This defines what is the network that the server will answer queries from,
and which the options immediately below apply to.

  | option subnet-mask 255.255.254.0;

This defines the value of the subnet-masl option that is returned to clients
unless overridden by giving the option in a tighter scope.

Hence

  | DHCP: Subnet Mask = 255.255.254.0

is exactly what has been requested.

  | The user reported this to me, so it is indeed jamming
  | the 255.255.254.0 into his config.  But it should be
  | 255.255.252.0, as defined.

No, it shouldn't, to get that effect, you want...

subnet 128.223.240.0 netmask 255.255.252.0 {
   option broadcast-address 128.223.243.255;
   option subnet-mask 255.255.252.0;
   ...
}
