You should upgrade to patchlevel 27 - patchlevel 6 is obsolete.
However, that won't solve your problem - the error message that you're
reporting means that although your kernel is configured with the
Berkeley Packet Filter, the ni0 (presumably ATM) device does not
support bpf.   That being the case, you can't use it.   If you only
have that one network interface, you can recompile the DHCP server
with USE_SOCKETS defined in site.h, and it will work.   If you have
more than one interface, there's no solution other than getting bpf
support into the ATM device driver.
