Yes, I do it for our laboratory subnet from an Excel spreadsheet using a Perl program 
I wrote.  It also
creates the DNS records for our name server, with the help of h2n.

We use fixed addresses for most, and a range of 51 addresses for machines that haven't 
been entered into
the spreadsheet yet.

Yes, a good idea.  I'm thinking of changing from Excel to PostgreSQL, and using DBI.

My Perl programs are quick and dirty, and were not designed to be general purpose, but

please ask.
