You can get some more background info on the OpenHealth vision here (it is a
bit old now):

The OpenHealth code will be released under the WHO Public License soon. We
are in fact struggeling to find the time and the right shape for it, and
there are a number of people involved. The sourcecode itself is somewhat
messy right now. We have the prototype that you have been looking at, which
is in one code repository, and then we have some new developments on the
OLAP side which have not yet been integrated, and plans for more work on the
client side, which hopefully will involve professional help from both
Pentaho, Camptocamp and

 , http://topp.openplans.org/ ) This will likely still take a little time to
sort out.

However, we don't want to hinder your potential contributions in the
meantime. I will make the source code available to you.
