Yes, it is indeed possible. DHIS 2 can connect directly to a 1.4 #.mdb file.

This is configured in the Import-Export menu (log in first as guest,
password guest):
http://208.76.222.114/dhis_za/dhis-web-importexport/displayConfigDhis14Form.action
