Hello Morris!

Yes, it is indeed possible. DHIS 2 can connect directly to a 1.4 #.mdb file.

This is configured in the Import-Export menu (log in first as guest, password 
guest):

Complementing  the user manual from India, the Vietnam team has done a great 
job of documenting additional features of DHIS 2. You can find it as 
attachements to the documentation page:

We must now work together to add the very latest functionality for the next 
release (2.0.1) which is due this month, and I think we need to do translations 
into languages such as Vietnamese.
