Collapsing attributes and identifiers makes sense to me. I assume each type of TrackedEntity can be configured with its own set of attributes/identifiers?
How will the relationship between TrackedEntity and Program be structured? For example will there be some configuration that says which programs are used for which types of TrackedEntities? Have we considered collapsing TrackedEntity with Program? My guess is it would be advantageous but I'm not sure how possible/practical it would be.
