I think this is a bit of the same issue we have seen here in Nigeria as well where there are several classes of users.
1) Some users should have all the data, regardless of what their own orgunit may be. (Current behaviour) 2) Some users should have all data within the branch which they have been assigned. This is the default behaviour of the reports but not in MyDatamart. 3) Some users should only have access to their own data, i.e. explicitly assigned through the orgunit assignments. Does this also sound like what you need as well?
