Hi Charles - I was just experiencing the same issue, it is likely your User permission.
Visit the User app in DHIS2, expand the '+' beside the level you wish - if they are not orange, click manually to add them. I would like to know, must one manually click each? I have a community unit attached to a facility, but when i try to use the android app, the facility and CU data entry forms are not available.
