DIA is defenetly this kind of program.

DIA doesn't support the backbone of UML (the metamodel) It will be quite hard to 
generate code from it. That's why I started to isolate the canvas from DIA. The canvas 
is very cool, also as stand alone widget (especially if you know *how* it works). My 
intentions were (and still are, though I do not have that much of time) to create a 
UML tool, which offers the things you mentioned.
