Lars, FWIW, I think you're right.

Save As does not imply Open, any more than Export implies Import.  People choose
Save As to move the diagram to something else, not as an idiosyncratic
alternative to the native format.  Save As implies possible loss of information,
too.

Smaller menus are easier to navigate.  Having found a Save As, not many people
will look further for an Export.  I can't think of any commerical application
(not to say there aren't any) with both choices, and the trend has been away from
an "export" option.

I think it would be easier for the user to choose from a single list of export
formats.

In a Chinese restaurant, the "spicy" items are often marked in red, with a
footnote.  Perhaps the "no reentry from this format" choices could be similarly
delineated?  Just so no one could claim they weren't warned?
