Hmmm, I am in agreement with Alex on this point - Export implies exactly
that - export. As for commercial applications, Microsoft Outlook (I know it
is a poor example) has an Import and Export menu item because it saves such
useless files using Save As. On the other hand Excel and Word use a warning
that formatting (or whatever) will be lost when using Save As for foreign
formats. 

The apparent standard with the Save As is that the next time one does a
Save, the format from the previous Save As is used. i.e. Save As file.jpeg
and then the next Save will save the file as file.jpeg. This is not good for
files that loose content with saved e.g. .jpeg, because as Alex said

Maybe this is a problem that will go away with better documentation i.e.
click the Help button in the Save As window and the documentation then
explains that to save .jpeg or .png files that Export is used. And maybe
even give them an explanation so that they understand the difference.

Anyhow, Export is the next item under Save so it isn't that hard to find....
