Here is a possibility:

There are 2 forms of "saving" in dia.  First, you need to save an
actual dia file (compressed or uncompressed XML).  These are given
the extension ".dia".  Second, you need to export a picture, e.g., as
jpg, png, etc.  These latter files are usable on the web but utterly
worthless for reloading into dia for further work.

So:
1. Build your diagram
2. "Save" it as .dia
3. "Export" it as a web-usable format -- and make sure you use some
extension
other than ".dia" for that!  (If you save a jpg as ".dia" it will
overwrite the real .dia file,
and you can no longer edit the file)

If that wasn't the problem, then please give us some more info.
