I seriously doubt this. Filenames on windoze aren't case senesitive,
at lest if you are not using the Posix subsystem (only available on NT).
You probably have changed two things at one time.
BTW: I even have tested if there may be something case-sensitive - only
with 0.88. No effect at all.
If you let point HOME to a none existing directory it gives:
D:\GRAPH\DIA\BIN\DIA.EXE (pid:4294763223): ** WARNING **: Could not create
per-user Dia config directory. Please make sure that the environment
variable HOME points to an existing directory.
but doesn't crash anymore.

Could simply be ignored. Remember Gtk for Win32 is always beta, at
least until someone decides to make another stable rlease for all
platforms and there is enough time to fix win32 specific issues.
