Like so many other trends in our society since the Reagan era, requiring the purchase of laptops is not simply an increase in costs for individuals, it is part of a transformation so that education is defined as a private good that benefits individual students instead of a public good that benefits everyone in society.

When the people around me are educated, I benefit as well. The shift away from tax supported education is a false bargain. It is especially harms individuals who are economically disadvantaged, but in the long run everyone in society is harmed too.
